51 Certain requests to be made only with leave of court
Notwithstanding any other provision of these Regulations, in order to prevent proceedings under this Part from being unduly protracted a respondent must not seek, without leave of the court: (a) a request for answers to specific questions; or (b) a request to make discovery of documents; or (c) a notice to produce documents; or (d) a notice to admit facts or documents.
