Plain English Summary

1/10 complexity

This determination adds the Subclass 449 (Humanitarian Stay Temporary) visa to the list of visas subject to the "newly arrived resident's waiting period," so holders cannot claim Special Benefit immediately and must wait (typically two or four years).

It affects people in Australia granted a 449 visa seeking emergency welfare and matters because it closes a gap between temporary humanitarian and permanent protection arrangements.
