Plain English Summary

2/10 complexity

What this law does: This Order brings dried grapes (sultanas, raisins and currants) under the export control and industry levy system of the Horticulture Marketing and Research and Development Services Act 2000.

Who it affects: Dried grape growers and exporters. From 1 February 2003, anyone exporting dried grapes had to comply with the Act's marketing rules—typically including export permits, quality standards, and mandatory contributions to industry research and marketing funds.

The key detail: While the Order covers exports to all international markets, it exempts the "Australian domestic market." Unusually, this "domestic" market includes not just Australia, but a long list of Pacific nations and territories (such as Papua New Guinea, Fiji, the Solomon Islands, Guam, the Cook Islands, and even Antarctica). Sales to these nearby locations are treated as domestic transactions, meaning they escape the export controls and levies that apply to sales to Europe, Asia, or the Americas.
