Part 4 of this instrument, as in force immediately before the commencement time, continues to apply in relation to: (a) a decision that was made under this instrument before the commencement time for which an application for reconsideration was permitted under section 29 as in force before the commencement time; and (b) a decision of the Secretary (whether made before or after the commencement time) following a reconsideration of a decision referred to in paragraph (a).
