Chapter 5 of this instrument, as in force immediately before the commencement time, continues to apply in relation to: (a) an initial decision that was made under this instrument before the commencement time; and (b) a decision of the Secretary (whether made before or after the commencement time) following a reconsideration of an initial decision referred to in paragraph (a).
