428  Power or requirement to do or cause a thing to be done  (1) For the purposes of this Act, if a person (the first person) has the power, or is required, under this Act to do a thing, the first person is taken to have done the thing if the first person causes another person to do the thing on behalf of the first person.  (2) For the purposes of this Act, if a person has the power, or is required, under this Act to cause or direct a thing to be done, the person is taken to have caused or directed the thing to be done if the person does the thing himself or herself.
