> > (1) A person may apply to the regulatory authority for the authorisation of an explosive.

> > (2) An application must be—

> > > (a) made in the approved form, and
> >
> > > (b) accompanied by—

> > > > (i) the documents specified in the approved form, and

> > > > (ii) the application fee determined by the regulatory authority.
