54S Power to serve a penalty notice (1) If the Commission has reason to believe that a regulated entity has contravened a civil penalty requirement, the Commission may serve a notice on the regulated entity. (2) The Commission must not serve a penalty notice later than 12 months after the date on which the Commission forms a belief that the regulated entity has contravened the civil penalty requirement.
