#### 92 Standard instruments 92 Standard instruments > The Secretary may issue a certificate under section 65 or furnish a report under section 69 (despite sections 65(1A) and 69(2), as inserted by the 2005 Amending Act) if the Secretary is satisfied that— > > > (a) significant council resources have been expended in the preparation of the draft instrument before the prescription of the relevant standard instrument, or > > > (b) the draft instrument makes a necessary amendment of a principal environmental planning instrument made before the prescription of the relevant standard instrument, or a necessary amendment of an instrument referred to in paragraph (a), > > and the Secretary is satisfied that satisfactory arrangements have been made for the making of a replacement instrument in accordance with the relevant standard instrument.
