215 Approval holder initiated EIS referral An approval holder may include in a referral of a significant variation under section 52 of the Act: (a) draft terms of reference for an assessment by environmental impact statement for the significant variation; and (b) a statement of reasons why: (i) an assessment by environmental impact statement is required for the significant variation; and (ii) the draft terms of reference are appropriate.
