Plain English Summary

1/10 complexity

This declaration names New South Wales, Victoria, Queensland and South Australia as "declared States" under the EPBC Act, enabling them to enter bilateral agreements with the Commonwealth so states can assess and approve major projects that may affect matters of national environmental significance. It can streamline approvals for developers while retaining federal oversight; it does not itself approve any projects.
