246 CEO to consider certain matters In determining whether to commence a proceeding or to give a direction under this Division in relation to a contravention of a provision of this Act that is an offence of strict liability, the CEO must consider: (a) the seriousness of the contravention; and (b) the previous record of the offender in complying with this Act; and (c) any other relevant matters.
