96 Environment reference standard may incorporate NEPM (1) Environment reference standards may apply, adopt or incorporate, with or without modification, any matter contained in any document, code, standard, rule, specification or method formulated, issued, prescribed or published— (2) Without limiting subsection (1), the Governor in Council may, subject to subsection (3), incorporate the whole or any part of a national environment protection measure in an environment reference standard. (3) For the purposes of subsection (2), the Minister must consult with the National Environment Protection Council before recommending that an environment reference standard be made if it is proposed that the standard is to incorporate a measure that is more stringent than a national environment protection measure.
