48 Determination that person does not require a permission The Authority may, by notice published in the Government Gazette, specify requirements that a person may meet— (a) to comply with section 44 if the person does not hold a development licence; or (b) to comply with section 45 if the person does not hold an operating licence; or (c) to comply with section 46 if the person does not hold a permit; or (d) to comply with section 47 if the person does not hold a registration.
