433 Joinder of parties Without limiting section 60 of the **Victorian Civil and Administrative Tribunal Act 1998**, VCAT may order that a person be joined as a party to a review of a failure by the Authority to determine under section 69 whether to issue a development licence if VCAT is satisfied that— (a) the person's interests are affected by the decision whether to issue that licence; and (b) there is evidence to establish one or more of the grounds for review set out in section 434(3).
