161 Assessment of reasonable costs and expenses
For this Act, the reasonable costs and expenses that have been or
would be incurred by the authority or another person in taking any
action are to be assessed by reference to—
(a) the reasonable costs and expenses that would have been or
would be incurred if an independent contractor had been or were
to be engaged for the purpose of taking that action; and
(b) the reasonable administrative costs and expenses associated
with the taking of that action.
