106 Taking or directing action
(1) The authorised officer must, orally or in writing, direct another person
who is present on the relevant premises to take emergency action if
the authorised officer has reasonable grounds for believing that the
person has the appropriate practical or technical knowledge and
authority to take the action.
(2) If the authorised officer does not have belief of the kind mentioned in
subsection (1), the authorised officer may take emergency action.
(3) The authorised officer must confirm an oral direction in writing as
soon as practicable.
