14 Refusal of licence (1) The Minister shall not refuse an application made under section 13 unless he has: (a) by instrument in writing served on the applicant, given not less than 90 days notice of his intention to refuse the application; (c) in the instrument: (i) given the reason for his intention to refuse the (ii) specified a date on or before which the applicant or a person on whom a copy of the instrument is served may, by instrument in writing served on the Minister, submit matters that he wishes the Minister to consider; and (d) taken into account the matters submitted to him under paragraph (c)(ii) on or before the specified date.
