In this part— changeover day means the day section 18 commences. energy ombudsman means the energy ombudsman under this Act as in force before the commencement of the Water and Other Legislation Amendment Act 2010 , part 2 . s 84 def energy ombudsman ins 2010 No. 53 s 46 former user-pays provisions means Electricity Act 1994 , former sections 64A, 64D and 64E, to the extent they relate to the user-pays fee under that Act. scheme member means a scheme member under this Act as in force before the commencement of the Water and Other Legislation Amendment Act 2010 , part 2 . s 84 def scheme member ins 2010 No. 53 s 46
