13 Conducting business outside meetings
(1) A committee may conduct business by the circulation of papers, whether electronically or otherwise, among all members.
(2) The committee may, if conducting business by the circulation of papers, make a decision by written resolution approved by a majority of the members in writing.
(3) A member has the same voting rights when approving a written resolution as the member would have at a meeting.
(4) A decision of the committee under subsection (2), including reasons for the decision, must be recorded in the minutes of the committee.
