### 94 Interpretation of Part 15
> In this Part –
>
> > ***application*** means an application under [section 95](#GS95@EN) ;
>
> > ***eligible applicant*** means –
> >
> > > > (a) a person who is the subject of a decision referred to in [section 95(1)](#GS95@Gs1@EN) ; and
> > >
> > > > (b) an agent of a person who is the subject of a decision referred to in [section 95(1)](#GS95@Gs1@EN) ; and
> > >
> > > > (c) any other person who the Commission is satisfied, after having considered the guidelines issued under [section 118](#GS118@EN) , in so far as they relate to the person, has a special interest in the medical treatment and care of a person who is the subject of a decision referred to in [section 95(1)](#GS95@Gs1@EN) ;

> > ***party to proceedings*** means a person who is a party to proceedings under [section 97(1)](#GS97@Gs1@EN) ;

> > ***relevant decision***, in relation to an application, means a decision, referred to in [section 95(1)](#GS95@Gs1@EN) , to which the application relates;
