23 Application for review

(1) An application for a review under this division must—

(a) be written, and

(b) be given to the Secretary, in the way specified in the scheme rules, no later than—

(i) for a review under section 22(f)—56 days after the suspension takes effect, or

(ii) otherwise—28 days after the applicant receives written notice of the decision, and

(c) state the reasons why the applicant considers that the decision should be reviewed.

(2) If the Minister is the appropriate person for the application, the Secretary must give the application to the Minister.
