219A Distribution of postal vote applications
> > (1) A person, other than the Electoral Commissioner, must not distribute, or cause or permit to be distributed, an application to vote by post in an election under Division 10, unless—

> > > (a) the application is in the form approved by the Electoral Commission, and

> > > (b) the form states that the application must be submitted directly to the Electoral Commissioner, and
