Commonwealth legislation
This Act has been repealed and is no longer in force. It is retained for historical reference.
These regulations protect international students in Australia by requiring education providers to register course details, hold student fees in protected trust accounts, submit audited statements, and include clear written refund terms. They set a sliding-scale refund framework, permit limited non-refundable administrative fees and agent commissions, and list many established schools and universities exempted from some financial-holding rules. This affects international students and providers by ensuring financial safeguards and predictable refunds if courses are cancelled or students withdraw.
