sec.82 Deemed decision of application

If the authority does not decide the application within 28 days after the application is made— the authority is taken to have decided to refuse to grant the application; and the authority must, as soon as practicable, give the applicant an information notice for the decision.

(a) the authority is taken to have decided to refuse to grant the application; and
