233B Incapacitated person's vehicle No duty is chargeable under this Chapter on an application for registration or transfer of registration of a vehicle registered or to be registered in the name of an incapacitated person if— (a) the vehicle is designed solely for the conveyance of one incapacitated person; and (b) the person's mobility is seriously impaired; and (c) the vehicle will not be used to convey any other person.
