62 VCAT may make decision if an insurer fails to make it in time VCAT may decide any claim made by a building owner with respect to any insurance or guarantee or indemnity referred to in section 60 if the insurer fails or refuses to decide the claim within a reasonable time of the claim being made and the building owner applies to VCAT to decide the claim.
