Discovery Program Grant Guidelines (2024 edition): Discovery Projects

The guidelines rely on a compact set of defined legal and administrative concepts. The document defines core roles and terms in Appendix A, and those definitions govern eligibility, obligations and process. Principal concepts to track are Administering Organisation, Chief Investigator (CI), Partner Investigator (PI), Eligible Organisation, Other Organisation, active project and grant agreement.

• Administering Organisation: the Eligible Organisation that submits the application and will administer grant funding if approved ("Appendix A - Glossary"). That body is responsible for signing the grant agreement, receiving payments, administering project funds and certifying compliance. The document repeatedly frames obligations around "You", the Administering Organisation, and places administrative duties and reporting obligations on that entity.

• Named participants: include CIs and PIs. CIs have a different eligibility and contribution profile from PIs. CIs must meet at least one eligibility test , either be employed at an Eligible Organisation at 0.2 FTE or hold an honorary academic appointment at an Eligible Organisation , and must reside in Australia for more than 50% of the project activity period. CIs must not undertake an HDR during the project activity period. The first-named CI is the Project Leader and must demonstrate project management capacity ("Eligibility criteria", "Chief Investigators" and "Appendix A").

• Eligible Organisations and Other Organisations: the list of Eligible Organisations is closed in Appendix B. Other Organisations are those not on the list that may still be named as participating organisations; however an Other Organisation cannot appear on the National Redress Scheme list of institutions that have not joined or signified intent to join the Scheme.

• Value for money and assessment criteria: applications are assessed against weighted criteria. For EOI the criteria (Investigator(s)/Capability 30% and Project quality and innovation 70%) are used to shortlist. For full applications the criteria are Investigator(s)/Capability 30%, Project quality and innovation 45%, Benefit 15%, and Feasibility 10%. These percentages determine ranking in a competitive peer review process ("The assessment criteria").

• Staging and fixed particulars: applicants must specify named participants, participating organisations and the basic research design in the EOI, and those particulars are fixed for the full application stage. A Request Not To Assess (RNTA) may be submitted at the EOI stage to name up to three persons a proposer does not want assessing the application, subject to ARC discretion ("Discovery Program processes", "Requests Not To Assess process").

• Grant agreement and payment mechanics: the ARC uses a standard grant agreement for Discovery Projects that cannot be changed by the recipient. The offer must be executed within 30 calendar days; no payment will be made until the agreement is executed; the ARC is not responsible for project expenditure incurred before the agreement is signed. Payments are typically monthly and all amounts are expressed exclusive of GST unless stated otherwise ("Successful grant applications", "How we pay the grant").

• Ethics, research integrity and open access: the guidelines require compliance with the Australian Code for the Responsible Conduct of Research (2018), an ethics plan before commencement, a data management plan before commencement, adherence to the ARC Open Access Policy (2021), and other referenced policies such as the ARC Conflict of Interest and Confidentiality Policy (2024) and the ARC Research Integrity Policy (2023) ("Specific research policies and practices").

• Ministerial and Accountable Authority roles: operational selection recommendations flow to the ARC Accountable Authority, which makes final choices. The Minister may direct that funding not be approved for reasons relevant to security, defence or international relations, and must notify the ARC Accountable Authority and Parliamentary Joint Committee on Intelligence and Security of that decision ("Discovery Program processes", "The grant selection process").

These concepts operate together to allocate Commonwealth research funds via structured competition. The explicit definition of what constitutes research, experimental development, applied research and ineligible activities draws boundaries around the sorts of projects the ARC will fund and how funds may be used. The definitions are central because the guidelines both require conformity with them and reserve discretion to reject applications that are incomplete, inaccurate or inconsistent with the Australian Code.

The guidelines affect a set of identifiable parties and, through them, alter incentives and obligations in the research sector. The direct parties are Administering Organisations (the applicant Eligible Organisations listed at Appendix B), Other Eligible Organisations and Other Organisations named on applications, named participants (CIs and PIs), assessors, members of the ARC College of Experts and SAC members, the ARC Accountable Authority, and certain Commonwealth entities that may be consulted about security or other matters.

Administering Organisations: Only Eligible Organisations listed in Appendix B may submit applications. The Administering Organisation is the applicant, the legal grantee if successful, and the entity that must sign the grant agreement and administer funds. The guidelines repeatedly allocate duties to the Administering Organisation: submit the application in RMS, certify conflict of interest disclosures from named individuals, provide evidence of eligibility, ensure ethics and data management plans are in place before commencement, manage intellectual property negotiations between participating organisations, and submit reports through RMS. The Administering Organisation bears administrative and financial responsibility, including meeting any cost overruns ("Eligibility criteria", "Responsibilities", "Grant Agreements", "Monitoring and reporting").

Named participants: CIs and PIs are affected by eligibility criteria and role limits. CIs must be employed at an Eligible Organisation at a minimum of 0.2 FTE or hold an honorary academic appointment; must reside in Australia more than 50% of the project activity period; and must not undertake an HDR during the project activity period. The first-named CI is the Project Leader. Significant constraints are placed on how many Discovery Program projects a CI may be funded on concurrently: at the active project assessment date a CI can be funded as a CI on a maximum of two Discovery Program projects, or one ARC Fellowship plus one Discovery Project, or one ARC Fellowship/project if also a Director on an active ARC Centre of Excellence and/or Special Research Initiative project. The ARC counts active projects, concurrent applications under assessment, and Discovery Indigenous applications for this limit (see "What are the limits on the number of applications and projects per named participant").

Other Organisations: Organisations not on Appendix B can participate as "Other Organisations", but with at least one specific prohibition: they cannot be on the National Redress Scheme’s list of institutions that have not joined or signified intent to join the Scheme.

Assessors and ARC decision-makers: ARC College of Experts members and SAC members assess and rank applications. Applicants can submit an RNTA at the EOI stage to name up to three persons they wish not to assess their application, but the ARC has discretion to accept or refuse such requests and may require evidence if an RNTA names a current ARC College of Experts member (see "Requests Not To Assess process").

The Commonwealth: the ARC and the Minister maintain decision, oversight and disclosure roles. The ARC Accountable Authority makes final funding decisions; the Minister may, on security, defence or international relations grounds, direct that a project not be funded and must notify the ARC Accountable Authority and the Parliamentary Joint Committee on Intelligence and Security in such cases.

Diffuse participants: HDR students, postdoctoral associates and other research staff who would be funded by an approved grant are also affected by the award terms, including stipend levels and permitted uses of grant money. The guidelines set out permissible expenditure categories such as salary support for other personnel, HDR stipends at specified levels, teaching relief caps per CI, and travel caps (see "What grants funds can be used for").

Indirectly affected parties include collaborators overseas (insofar as international collaboration is an assessment factor and international country names will be published), university research offices that must certify applications and manage compliance, and the public insofar as grant details are required to be published on GrantConnect. The guidelines require disclosure and publication of certain project details within 21 days of the date of effect, which affects confidentiality planning for applicants.

Finally, there are cross-program interactions. Project limits take into account other ARC schemes including Laureate Fellowships, Future Fellowships, DECRA, Centres of Excellence and Special Research Initiatives; successful applications to those schemes will require compliance with Discovery Program project limits before a Discovery Project may start. The guidelines therefore affect applicants' decisions to seek or accept other ARC awards.

The guidelines allocate duties and rights clearly between the ARC, the Administering Organisation and named participants. Below is a consolidated map of those obligations, drawing on the relevant sections.

Duties of the Administering Organisation

• Submit EOI and, if invited, full application in the Research Management System (RMS) and follow Instructions to Applicants for format and attachments ("How to apply"). The Administering Organisation must ensure EOI and full applications are submitted within the GrantConnect-specified opening and closing dates and times.
• Ensure all named participants have met obligations regarding previously funded projects, including satisfactory final reports to the ARC at the EOI closing date ("Who is eligible to be a named participant?").
• Certify conflict of interest declarations from named individuals and have documented conflict management processes that comply with the Australian Code and ARC policies ("Probity", "Conflict of interest").
• Ensure an ethics plan and a data management plan are in place before project commencement ("Specific research policies and practices").
• Negotiate IP arrangements between participating organisations; the ARC does not claim ownership of IP arising from the project ("Specific research policies and practices").
• Execute the grant agreement within 30 calendar days of an offer; the ARC will not pay or be responsible for any expenditure until the agreement is executed ("Grant Agreements", "How we pay the grant").
• Submit project reports and otherwise comply with monitoring and reporting obligations via RMS; notify the ARC of changes to name, address, bank details and other contact details ("Monitoring and reporting").
• Maintain records and be prepared for the ARC to request additional information, conduct site visits or request independent audits to verify claims and payments ("Monitoring and reporting").

Duties of Chief Investigators and Partner Investigators

• Meet role-specific eligibility criteria: CIs must be employed at least 0.2 FTE at an Eligible Organisation or hold an honorary academic appointment, must reside in Australia for more than 50% of the project activity period, and must not undertake an HDR during the project activity period; PIs must meet PI-specific eligibility criteria as set out in the guidelines ("Chief Investigators", "Who is eligible to be a named participant?").
• Take responsibility for authorship and intellectual content of the application and appropriately cite sources and contributions ("Responsibilities").

Rights of applicants and grantees

• Where invited to submit a full application, applicants have the right to receive Detailed Assessors’ written comments and to submit a rejoinder in response to those comments ("Rejoinder process").
• Applicants may lodge an RNTA naming up to three persons they do not want to assess the application, subject to timing and ARC discretion ("Requests Not To Assess process").
• If the application is successful, the grantee will receive the Accountable Authority’s approval and a grant offer within prescribed publication and notice timeframes; the ARC will list the grant on GrantConnect within 21 calendar days of the date of effect ("Successful grant applications", "Advice and Announcement").
• Applicants have the right to appeal only against the administrative process under the National Competitive Grants Program, not assessments or committee decisions; appeals must be authorised by the Administering Organisation’s Deputy Vice-Chancellor (Research) or equivalent and follow the form on the ARC website ("Probity", "Appeals process").

ARC powers and duties

• The ARC will assess EOIs and full applications against eligibility and assessment criteria and use peer review to rank applications; the ARC may seek advice from Commonwealth agencies on security or other matters and may request additional information from applicants ("The grant selection process").
• The ARC has discretion to recommend an application not be approved where it is incomplete, inaccurate, misleading or breaches the Australian Code ("The grant selection process").
• The ARC will execute grant agreements, make payments in accordance with the agreement, monitor grant performance, request audits and enforce compliance with grant terms and policies ("Successful grant applications", "Monitoring and reporting").

Limitations on rights

• The ARC Accountable Authority makes the final funding decision and its decision is final in all matters; the Minister may require a project not be funded for reasons relevant to security, defence or international relations and must notify certain bodies when doing so ("The grant selection process").
• The grant agreement terms are standard and cannot be altered by the grantee; special conditions may be imposed by the ARC and will be identified in the grant offer ("Grant Agreements").

These duties and rights allocate administrative responsibility to the applicant institution, research conduct responsibilities to named participants, and final funding and enforcement authority to the ARC and, in specified cases, the Minister. The practical effect is that institutions must have internal processes to certify eligibility, manage conflicts and ethics approvals, manage IP negotiation, deliver reporting, and be prepared for audit and monitoring activities.

The guidelines set out a framework of enforcement mechanisms short of specific statutory penalties within the text. Enforcement is exercised through contract mechanisms, administrative discretion and compliance processes rather than through enumerated criminal or civil penalties in the guidelines themselves. The practical enforcement levers and consequences that the ARC can apply are as follows.

Contractual enforcement and suspension of payments

• No payment can be made until a grant agreement is executed. The ARC will not be responsible for any project expenditure until execution of the grant agreement, which is to be completed within 30 calendar days from the date of the offer. This means that project costs incurred before execution are at the grantee's risk ("Grant Agreements", "How we pay the grant").
• The grant agreement contains terms and conditions which cannot be changed by the grantee; special conditions may be imposed in the grant offer. The ARC may withhold payments, adjust funding schedules, or refuse to pay amounts beyond the approved grant amount since payments are limited to the approved grant amount ("How we pay the grant").

Audits, re-examination and site visits

• The ARC may re-examine claims, seek further information or request an independent audit of claims and payments. The ARC may also conduct site visits or request records to confirm report details. These powers are stated under "Monitoring and reporting" and provide the ARC with an ex post verification tool to enforce compliance with expenditure and reporting obligations.

Administrative disqualification and refusal to recommend

• During assessment the ARC may recommend an application not be approved if it considers the application incomplete, inaccurate or containing false or misleading information, or otherwise in breach of the Australian Code for the Responsible Conduct of Research. This is an enforcement mechanism at the assessment stage and can prevent an application from being shortlisted or funded ("The grant selection process").

Variations and relinquishment enforcement

• The guidelines require that project limits be met and that relinquishment Variations must be approved before the grant opportunity closing date if necessary to meet project limit requirements. Variations to grant agreements are subject to ARC approval. Non-compliance with limits and Variation rules can prevent a project from starting ("What are the limits on the number of applications and projects per named participant").

Publication, disclosure and reputational enforcement

• The ARC will publish details of grants on GrantConnect within 21 calendar days. Publication is an enforcement tool that both promotes transparency and imposes reputational consequences, because project titles, summaries, named participants and National Interest Test statements are included ("Successful grant applications", "Advice and Announcement").

Appeals and limits on review

• The appeals mechanism is tightly circumscribed. Appeals are available only against NCGP administrative processes and not against committee decisions, assessor ratings and comments or the assessment outcome. Appellants must identify the specific guideline/legislative instrument clause alleged to have been incorrectly applied. This restricts formal review avenues and concentrates remedial recourse into administrative rather than merits-review pathways ("Probity", "Appeals process").

Legal and statutory interactions

• The guidelines reference compliance with the Privacy Act 1988 and the Australian Privacy Principles, and note that all documents in the possession of the Australian Government are subject to the Freedom of Information Act 1982. These statutes create obligations and avenues for third-party access, which can have compliance implications and carry external enforcement mechanisms such as OAIC oversight under the Privacy Act and FOI review processes ("Probity", "Privacy and protection of personal information", "Freedom of information").

Ministerial intervention

• The Minister may decide that the ARC Accountable Authority should not approve funding for reasons relevant to security, defence or international relations. When the Minister directs in that way, the Minister must notify the ARC Accountable Authority and the Parliamentary Joint Committee on Intelligence and Security, and take other steps required under the ARC Act. This is a statutory override which can terminate potential funding for security-related reasons ("Discovery Program processes", "The grant selection process").

Consequences for false information or conflict of interest

• While the guidelines do not list monetary fines or criminal penalties, they explicitly enable refusal to recommend an application that is inaccurate or misleading and require certification of conflicts of interest. The ARC’s ability to request audits and re-examine claims implies material administrative consequences, including termination or repayment obligations under the grant agreement should breaches be found.

In summary, enforcement is exercised primarily through contractual remedies, administrative refusal or suspension of funding, audit and site visit powers, publication and reputational effects, constrained appeal rights and a ministerial national security override. Entities receiving or seeking funding are exposed to these tools; the ARC and the Commonwealth rely on these administrative mechanisms to ensure compliance rather than on a catalogue of discrete statutory penalties set out in the guidelines themselves.

The Discovery Projects grant guidelines are an instrument approved under the Australian Research Council Act 2001 and they expressly interact with a number of Commonwealth statutes and non-legislative instruments. The guidelines both invoke and require compliance with other laws, codes and policies. The interaction is primarily one of conditionality: eligibility and ongoing compliance with ARC policies and certain statutory regimes is a condition of receiving funds.

Statutory authorisation and ministerial powers

• The guidelines are approved by the Minister under section 59 of the ARC Act, after the Minister satisfied matters in section 58. The process and the Minister's ability to direct non-funding on national security or foreign relations grounds reflect statutory prerogatives in the ARC Act. The text explicitly notes that the Minister must notify the Accountable Authority and the Parliamentary Joint Committee on Intelligence and Security where the Minister decides that a project should not be funded for reasons relevant to security, defence or international relations ("Discovery Program processes").

Privacy and freedom of information

• The guidelines require applicants to certify compliance with the Privacy Act 1988, including the Australian Privacy Principles, and impose the same privacy obligations on subcontractors. The ARC treats personal information in accordance with the Australian Privacy Principles and the Privacy Act ("Probity", "Privacy and protection of personal information"). The guidelines also state that all documents in the possession of the Australian Government, including those about this program, are subject to the Freedom of Information Act 1982; the Freedom of Information process is referenced and applicants must be aware of FOI disclosure risks ("Probity", "Freedom of information").

National Redress Scheme

• The guidelines impose a discrete eligibility interaction with the National Redress Scheme: Other Organisations cannot be included if they are on the National Redress Scheme’s website list of institutions that have not joined or signified their intent to join the Scheme ("Who is eligible to be an Other Organisation?").

Research standards and Indigenous research guidance

• Applicants must comply with the Australian Code for the Responsible Conduct of Research (2018), and where Aboriginal and Torres Strait Islander research is involved additional criteria require adherence to the Australian Indigenous Data Sovereignty Principles (2018), the AIATSIS Code of Ethics for Aboriginal and Torres Strait Islander Research (2020), and the NHMRC guidelines on ethical conduct in research with Aboriginal and Torres Strait Islander Peoples and communities (2018). These documents are separate instruments and the guidelines make compliance with them a condition of funding ("The assessment criteria", "Specific research policies and practices").

Medical research limits and ARC policy instruments

• The guidelines exclude "medical research as detailed in the ARC Medical Research Policy (2020)", indicating an interaction between these Discovery Project rules and the ARC’s separate policy on medical research ("Who is eligible to apply for a grant?"). The guidelines also reference the ARC Open Access Policy (2021), the ARC Conflict of Interest and Confidentiality Policy (2024) and the ARC Research Integrity Policy (2023), which are non-legislative instruments that applicants must follow ("Specific research policies and practices").

Tax and GST

• The guidelines note that all amounts are exclusive of Goods and Services Tax unless expressly stated otherwise, and define GST by reference to s 195-1 of A New Tax System (Goods and Services Tax) Act 1999 ("How we pay the grant", "Appendix A - Glossary"). This means that GST treatment is governed by the GST Act and grantees must account for GST accordingly.

Contract law and IP negotiation

• The grant agreement is a legally binding contract between the ARC and the Administering Organisation. The guidelines make clear that intellectual property arrangements should be negotiated among participating organisations; the ARC does not claim ownership of IP arising from the project. IP negotiations therefore engage contract law and whatever applicable state or federal IP statutes and doctrines will govern ownership and licensing arrangements agreed among participants ("Specific research policies and practices").

Other ARC programs and limits

• Project and application limits cross-reference other ARC programs such as Australian Laureate Fellowships, Future Fellowships, DECRA, Centres of Excellence and Special Research Initiatives. The rules require applicants to account for these other ARC instruments when counting active projects and potential conflicts in project limits ("What are the limits on the number of applications and projects per named participant?").

In short, the guidelines operate within a legal and policy ecosystem. They are an instrument authorised by the ARC Act and require compliance with statutory privacy and FOI regimes, with other ARC policies and with external Indigenous research guidelines and tax law. Applicants must manage these cross-cutting legal obligations as part of both the eligibility assessment and ongoing compliance once funded.

The document provided is the "Discovery Program Grant Guidelines (2024 edition): Discovery Projects", dated 29 July 2024 and approved by the Minister for Education under section 59 of the Australian Research Council Act 2001. The guidelines themselves do not include a formal chronological amendment table or redline history. Instead, the text references related policy instruments and versions by date, which allows readers to infer the contemporaneous policy landscape influencing the 2024 edition. Relevant references within the guidelines include the following policies and their cited versions or years:

• Australian Code for the Responsible Conduct of Research, 2018. The guidelines require compliance with this Code for all applications and ARC-funded projects ("Specific research policies and practices").

• ARC Medical Research Policy, 2020 version. The guidelines exclude medical research as defined in that policy ("Eligibility criteria").

• ARC Open Access Policy, 2021 version. Applicants must comply with ARC expectations on dissemination of findings ("Specific research policies and practices").

• ARC Research Integrity Policy, 2023 version. The guidelines reference this policy in the context of actions applied under research integrity processes ("Specific research policies and practices").

• ARC Conflict of Interest and Confidentiality Policy, 2024. Conflict of interest handling is linked to this policy, and the guidelines require compliance with it ("Specific research policies and practices", "Probity").

The only explicit procedural history recorded in the document is the Ministerial approval statement at the front: the Minister for Education, Jason Clare, approved these grant guidelines on 29 July 2024 having satisfied himself of the matters set out in s 58 of the ARC Act and thereby exercised the authority to approve under s 59. The guidelines also state that grant guidelines may be varied under section 60 of the ARC Act, although no variations are recorded in the document itself ("Grant guidelines", "Appendix A - Glossary").

Where the guidelines require compliance with other ARC instruments and give version years, those references indicate updates to the policy environment over time. For example, a Conflict of Interest and Confidentiality Policy dated 2024 and a Research Integrity Policy dated 2023 are cited as operative documents to which applicants must adhere. The presence of these dated cross-references means that applicants should always check the live ARC website for the current versions of referenced policies at the time of application and during project administration.

There is no internal list of prior editions of the Discovery Projects grant guidelines, nor is there a track record of changes included in this text. For users needing amendment history for compliance or advisory reasons, the practical route is to consult GrantConnect and the ARC website, which the guidelines identify as the places where grant opportunities, Instructions to Applicants and policy instruments are published. The guidelines also reserve the ARC’s right to change project and application limits in future grant opportunities, indicating that amendment is a continuing possibility and that applicants must monitor current eligibility rules ("What are the limits on the number of applications and projects per named participant?").

In short, the document is the 2024 edition with dated cross-references to policy instruments. There is no embedded amendment log in the text; the document points readers to ARC web resources and GrantConnect for current instructions, policies and any future amendments.

The guidelines do not reference any litigation, cases or judicial decisions. They are administrative grant rules and the document contains no catalogue of court decisions or disputes. The text sets out constrained avenues for administrative review and appeal rather than identifying precedent or litigation pathways.

Specifically the guidelines state the following about appeals and review rights:

• Appeals are limited to alleged errors in the NCGP administrative process. Appellants cannot appeal against committee decisions, assessor ratings and comments, or the assessment outcome. Appellants must identify the specific guideline, legislative instrument clause, policy or procedure they believe was incorrectly applied. Appeals must be submitted using the form on the ARC website and authorised by the Administering Organisation’s Deputy Vice-Chancellor (Research) or equivalent ("Probity", "Appeals process").

Because appeal paths are narrowly defined, potential litigation would most likely arise from a dispute over administrative process, a claim of breach of statutory duty in applying the ARC Act, or a contractual dispute under the grant agreement. The guidelines, however, do not address or list past legal challenges, nor do they provide guidance on the scope of judicial review or any history of court findings against the ARC.

If a party sought external legal remedies, the most relevant documents and statutory touchpoints cited in the guidelines would be the ARC Act (including sections 58, 59 and 60 referenced at the front of the guidelines), the grant agreement entered into upon funding, the Privacy Act 1988 and FOI Act 1982 as they relate to handling and disclosure of information, and the policies referenced in the guidelines which could form the standards against which administrative conduct is tested. The guidelines confine internal appeal to administrative process issues and signal limited internal review ability on merits, which is relevant when assessing the risk of judicial review.

Because the guidelines do not list litigation history, a practitioner preparing for a dispute should rely on the document’s appeal avenue, the terms of the grant agreement, and relevant judicial review principles under the Administrative Decisions (Judicial Review) Act 1977 and common law, noting that those statutes are not mentioned in the guidelines. The guidelines do state that all documents are subject to FOI and that the ARC operates under the ARC Act, both of which would be relevant in any litigation involving disclosure or statutory powers. For any client-facing analysis of litigation risk or past cases, legal counsel should search external legal databases and consult the ARC and Commonwealth records beyond the text of these guidelines.

The guidelines contain several specific procedural and substantive traps that may cause an application to fail, delay project commencement, or expose applicants to administrative difficulty. The following items are practical "gotchas" drawn directly from the text.

Fixity of core application elements at EOI stage

• Named participants, participating organisations and the basic design of the research program must be specified at EOI and are fixed upon submission. Changes are not permitted in a full application invited following a shortlisted EOI. Applicants who attempt to significantly change team composition, participating organisations or core design after shortlisting risk ineligibility or refusal to recommend funding ("Application process", point 7).

Single EOI and single full application per project

• You can only submit one EOI and, if invited, one full application for the same project in any grant opportunity. This rule covers applications that are substantially the same despite variations in named participants or organisations. Submitting multiple overlapping EOIs risks rejection for duplication or non-compliance ("Eligibility criteria", point 4.5).

Timing and site of submission

• EOIs and full applications must be lodged in RMS and late applications will not be accepted except in exceptional circumstances agreed by the ARC. There is no grace period outside of those exceptional circumstances; practical IT or institutional process failures can be fatal to an application ("How to apply", points 1-6).

Grant agreement execution risk

• The Administering Organisation has 30 calendar days from the date of offer to execute the grant agreement. The ARC is not responsible for any project expenditure until the agreement is executed. Institutions that plan to commence project activities immediately upon receiving an offer incur the risk of paying for those activities themselves if the grant agreement is not executed promptly ("Grant Agreements", "How we pay the grant").

Project limits and counting rules

• Project and application limits for CIs are counted against an active project assessment date and include projects for which applications are being assessed and Discovery Indigenous applications. If applicants fail to relinquish roles or projects in time , and any relinquishment Variation must be approved before the grant opportunity closing date , an application can be rendered non-compliant. Relinquishment Variations submitted or approved after the closing date are not counted ("What are the limits on the number of applications and projects per named participant?").

CI employment, residency and HDR rules

• CIs must be employed for at least 0.2 FTE at an Eligible Organisation or hold an honorary academic appointment, must reside in Australia for more than 50% of the project activity period, and must not undertake an HDR during the project activity period. Failing these tests will disqualify a named participant from serving as CI during the project ("Chief Investigators", "Who is eligible to be a named participant?").

Prohibited use of funds

• The guidelines list a detailed set of disallowed expenditures, such as funding for salaries or on-costs for CIs or PIs, HDR stipends for CIs or PIs, basic facilities that the Host must provide (bench fees, office and laboratory space, basic computer facilities), production of teaching materials, certain consultancy arrangements, capital works and a list of indirect costs. Applicants that budget for such items will face queries, Variations, or audit risk ("What grants funds cannot be used for").

Travel and teaching relief caps

• Travel costs are capped at $50,000 over the project activity period, but field research travel and reasonable essential care costs are excluded from that cap. Teaching relief for CIs is limited to $50,000 per CI per year. Misinterpreting the cap or its exclusions can lead to budgeting errors ("What grants funds can be used for").

Confidentiality and publication risks

• The ARC will publish project information including titles, summaries and National Interest Test statements on GrantConnect within 21 days of the date of effect. Applicants should ensure that published project descriptions do not compromise confidentiality or IP; the ARC may publish a description different from that provided in the application ("Successful grant applications", "Advice and Announcement").

RNTA and rejoinder procedural traps

• Requests Not To Assess must be submitted two weeks prior to the EOI closing date, can name up to three individuals, and the ARC has discretion to accept or reject the request. If an RNTA names a current ARC College of Experts member, it must be accompanied by comprehensive evidence. RNTA outcomes are not notified to applicants, and only one RNTA per EOI is permitted. For full applications, rejoinders are available but assessors' names are withheld. These timing and evidentiary constraints can undermine conflict-management strategies ("Requests Not To Assess process", "Rejoinder process").

Conflicting or overlapping ARC funding

• Applicants must account for other ARC applications and awards because successful Laureate, Future Fellowship, DECRA, Centre of Excellence or Special Research Initiative applications may require relinquishment of roles to comply with Discovery Program limits. Failure to manage overlapping funding obligations can prevent a Discovery Project from starting ("What are the limits on the number of applications and projects per named participant?").

Appeal limitations

• Appeals are available only for alleged administrative process errors, not for merits-based disputes such as assessor ratings or committee decisions. The appeals form must be authorised by a senior institutional officer. Parties expecting substantive review of assessment outcomes will be disappointed ("Probity", "Appeals process").

Data, ethics and Indigenous research compliance

• Ethics and a data management plan must be in place before the project commences. Where Indigenous research is involved, additional assessment criteria apply, including adherence to Indigenous data sovereignty principles and codes of ethics. Projects that do not meet those standards will be disadvantaged in assessment or may be ineligible ("The assessment criteria", "Specific research policies and practices").

In sum, the combination of timing constraints, personnel eligibility rules, fixed EOI particulars, restrictive budget rules and narrow appeal rights creates multiple procedural and substantive pitfalls for applicants. Institutional research offices must coordinate early and maintain careful checklists to avoid these traps.

This section gives a practical compliance roadmap tied explicitly to provisions in the guidelines. It is a checklist for Administering Organisations and named participants that maps required documents, timing, and substantive constraints to the relevant parts of the guidelines.

1. Confirm organisational eligibility

• Verify the Administering Organisation appears in Appendix B of the guidelines. Only Eligible Organisations may submit applications. If a collaborating entity is not on Appendix B, treat it as an Other Organisation and ensure it is not on the National Redress Scheme list of institutions that have not joined or signified intent to join the Scheme ("Eligibility criteria", Appendix B).

2. Pre-EOI planning and team fixes

• Assemble named participants and participating organisations before submitting an EOI because named participants, participating organisations and the basic research design are fixed upon EOI submission and cannot be changed for a full application if shortlisted. Ensure the first-named CI will serve as Project Leader and can demonstrate project management capacity ("Discovery Program processes", "Application process", "Chief Investigators").

3. Confirm CI eligibility and project limits

• For each CI, confirm at least one of: employment at an Eligible Organisation at 0.2 FTE or an honorary academic appointment certified by the Deputy Vice-Chancellor (Research) or equivalent. Ensure CIs will reside in Australia for more than 50% of the project period and will not be undertaking an HDR while on the project. Check that the number of concurrent Discovery Program roles and ARC Fellowships meets the limits counted at the active project assessment date, and plan any necessary relinquishments before the grant opportunity closing date, with Variations approved by the ARC where required ("Chief Investigators", "What are the limits on the number of applications and projects per named participant?").

4. Budgeting and permitted uses

• Draft a budget that conforms to the eligible expenditure list: salary support for other personnel (with 30% on-costs), HDR stipends at ARC-stipulated levels, teaching relief up to $50,000 per CI per year, equipment and consumables, and travel subject to a $50,000 cap excluding field research and reasonable essential carer costs. Exclude disallowed items such as CI/PI salaries and on-costs, capital works, bench fees and other basic facilities, production of teaching materials (unless demonstrably research based), fees for international students, patent fees and specified indirect costs ("What grants funds can be used for", "What grants funds cannot be used for").

5. Ethics and data management

• Prepare an ethics plan and a data management plan before project commencement; the ethics plan must be in place before the project begins. If the project involves Aboriginal and Torres Strait Islander Peoples or communities, plan project-specific Indigenous engagement strategies and ensure alignment with the AIATSIS Code of Ethics, NHMRC guidelines and Indigenous Data Sovereignty Principles ("Specific research policies and practices", "The assessment criteria").

6. IP and confidentiality planning

• Negotiate intellectual property arrangements between participating organisations before finalising agreements with partners since the ARC does not claim ownership of IP. Consider what material can or should be put into the GrantConnect project summary and National Interest Test statement, since these will be published. Mark confidential material where appropriate and be prepared to argue for confidentiality under the ARC guidelines while acknowledging FOI and statutory disclosure risks ("Specific research policies and practices", "Successful grant applications", "Confidential information", "Freedom of information").

7. Conflict of interest and RNTA

• Establish documented conflict of interest procedures that comply with the Australian Code and the ARC Conflict of Interest and Confidentiality Policy (2024). If there are assessors you reasonably wish to exclude, submit an RNTA form in RMS no later than two weeks before the EOI closing date, name up to three people, and if naming a current ARC College of Experts member include comprehensive evidence to justify the RNTA. Understand that the ARC has discretion to accept or reject the RNTA and will not notify you of the outcome ("Request Not To Assess process", "Probity", "Conflict of interest").

8. Application preparation and timing

• Prepare the EOI to address the EOI assessment criteria with required attachments, and be ready to respond to Detailed Assessors’ comments with a rejoinder at the full application stage if invited. Follow Instruction to Applicants issued on opening of the EOI. Submit all items in RMS by the GrantConnect-specified closing times. Do not assume late lodging will be permitted absent exceptional circumstances discussed with the ARC ("How to apply", "Rejoinder process").

9. National Interest Test statement

• Prepare a concise National Interest Test statement for full applications explaining benefits of the proposed research in plain English beyond the period of the grant; this will be published and should be cleared for public consumption and IP confidentiality considerations ("How to apply", "National Interest Test Statement", "Successful grant applications").

10. Contract execution readiness and cashflow planning

• Plan to execute the grant agreement within 30 days if an offer is made. Do not commit to project expenditure that will rely on ARC payments prior to execution; the ARC is not responsible for expenditure before the agreement is signed. Ensure bank account details and administrative contacts are current in RMS to avoid payment delays ("Grant Agreements", "How we pay the grant", "Monitoring and reporting").

11. Reporting systems and audit trail

• Set up internal reporting and record-keeping to support quarterly or end-of-year reports, final reports and any post-project reporting. Keep auditable records for in-kind contributions and third-party valuations; the ARC may request audits and re-examine claims and payments ("Monitoring and reporting", Appendix A definition of in-kind contributions).

12. Policy compliance monitoring

• Assign responsibility for monitoring compliance with the Australian Code for the Responsible Conduct of Research, ARC Open Access Policy, ARC Conflict of Interest and Confidentiality Policy and relevant Indigenous research codes. Ensure named participants have persistent digital identifiers (ORCID) in their RMS profiles as strongly encouraged ("Specific research policies and practices").

13. Prepare for publication and publicity timing

• Coordinate announcements with the ARC where the ARC may impose a short embargo to enable co-ordination of announcements and will publish grant details on GrantConnect within 21 calendar days of the date of effect. Ensure that public-facing descriptions, project title, summary and National Interest Test statement do not compromise confidentiality or IP ("Successful grant applications", "Advice and Announcement").

14. Appeals and dispute planning

• If you believe an administrative error has occurred in the NCGP processes, follow the ARC’s appeals process using the form on the ARC website and secure authorisation from the Administering Organisation’s Deputy Vice-Chancellor (Research) or equivalent. Note that appeals do not permit re-litigation of merits decisions ("Probity", "Appeals process").

This compliance roadmap aligns with the document’s provisions and is intended to convert the guidelines into an institutional checklist. Administering Organisations should document responsibilities across the research office, legal, finance and the named investigators so that eligibility, ethical and financial conditions are continuously met from application through to project completion.
