41 Power to make recommendations
(1) The instrument appointing a Combined Board of Inquiry shall indicate whether or not the Board is empowered to make recommendations arising from its findings. (2) Where: (a) the instrument appointing a Combined Board of Inquiry to inquire into a matter does not empower the Board to make recommendations arising from its findings; or (b) the Minister adds a matter to the matters into which a Combined Board of Inquiry is to inquire or varies a matter into which the Board is to inquire; the Minister may, by instrument, empower the Board to make recommendations arising from its findings in relation to that matter.
