Plain English Summary

1/10 complexity

This declaration allows Australian Defence Force (ADF) members who served on Operation Highroad in Afghanistan to access special home loan benefits.

What it does:

Declares that service on Operation Highroad counts as "warlike service" under the Defence Force (Home Loans Assistance) Act 1990
This unlocks eligibility for subsidised home loans (the Defence Home Ownership Assistance Scheme) for personnel deployed on this operation

Who qualifies: ADF members who were:

Allotted (officially assigned) to Operation Highroad
Serving in Afghanistan or its airspace
On duty on or after 1 January 2015

Why this matters: Without this declaration, service on this specific operation wouldn't automatically qualify for the enhanced home loan assistance and subsidies available to those performing "warlike service." This ensures personnel deployed to Afghanistan receive the same housing benefits as those serving in other designated combat operations.
