Plain English Summary

2/10 complexity

This declaration unlocks higher home loan subsidies for Australian Defence Force (ADF) members who served in Afghanistan.

Specifically, it classifies service on Operation PALATE between 18 April 2003 and 5 July 2004 as "warlike service" under the Defence Force (Home Loans Assistance) Act 1990.

What this means for members:

Personnel "allotted for duty" (officially assigned) to this operation during those dates qualify for enhanced home loan benefits—essentially, bigger government subsidies when buying a home.
The Act treats "warlike service" more generously than peacekeeping or regular duty, recognising the higher risks of active deployments.

Background: This replaces an earlier 2003 declaration to correct the record: it pushes the eligible start date back from June 2003 to April 2003 (covering the initial deployment period) and sets a firm end date of 5 July 2004.
