Plain English Summary

2/10 complexity

This declaration classifies Operation Catalyst — Australia's military involvement in Iraq and surrounding regions starting from 16 July 2003 — as "warlike service" under the Defence Force (Home Loans Assistance) Act 1990.

What this means: Members of the Australian Defence Force (ADF) who served in this operation become eligible for home loan assistance benefits (financial help to buy or build homes). The specified areas include:

Iraq
Kuwait
Bahrain
Qatar
United Arab Emirates
Saudi Arabia (north of 23° North latitude)
The Persian Gulf and Strait of Hormuz

Why it matters: The Act treats "warlike service" differently from peacetime service. By making this declaration, the Minister ensures that ADF members serving in these dangerous operational areas receive the appropriate level of home loan support intended for active warlike deployments.
