Plain English Summary

3/10 complexity

What this does: This declaration creates a licensing requirement for traditional Torres Strait Islander fishers (called "community fishing" under the law) who use boats longer than 6 metres to catch rock lobster, Spanish mackerel, or pearl shell in designated fishery areas.

Who it affects: Torres Strait Islander communities engaged in traditional fishing activities in the Torres Strait Protected Zone.

Key requirements:

Boat size threshold: Only applies if the fishing boat is over 6 metres long
Species covered: Rock lobster, Spanish mackerel, and pearl shell
Licence needed: Must hold a licence under the Torres Strait Fisheries Act 1984 to take these species
Purpose: Helps manage and protect these specific fish stocks by regulating larger-scale traditional fishing operations

How it works: The Protected Zone Joint Authority uses powers under the Act to require these licences as a condition for accessing these fisheries.
