424 Authority to carry security sensitive substances by rail (1) A person must not carry a security sensitive substance by rail (in the ACT) unless— (a) the person is authorised under a carrying licence to carry the security sensitive substance by rail (in the ACT); or (b) the person is authorised under an interstate security sensitive substances carrying authority to carry the substance by rail (in the ACT or elsewhere).
