210 Meaning of vehicle—pt 20.4 (1) In this part: vehicle does not include— (a) a prime mover; or (b) a converter dolly. (2) In this section: converter dolly—see the Road Transport (Vehicle Registration) Regulation 2000, dictionary. Note Converter dolly is defined as a trailer with 1 axle group or single axle and a fifth wheel coupling, designed to convert a semi-trailer into a dog trailer. prime mover means a road vehicle that is designed to tow a trailer but does not include a vehicle that has a load carrying capacity in addition to a trailer.
