143 Roads compensation orders—application (1) A roads compensation order may be made on the application of the prosecutor or a competent authority. (2) The application may only be made— (a) when the court convicts the offender, or finds the offender guilty, of the offence; or (b) before the end of the period within which a prosecution for the offence could have been started.
