18 Meaning of loads
For the purposes of these regulations –
(a) all the goods in or on a road vehicle are a single load, even if the vehicle is transporting more than one cargo transport unit; and
(b) all the goods in or on a cargo transport unit being transported in or on a rail vehicle are a single load.
