16 Competent Authority may delegate powers
(1) The Competent Authority may delegate any of its powers under this Act by signed instrument.
(2) Subsection (1) does not apply to the Competent Authority’s power –
(a) to appoint authorised officers; or
(b) to delegate its powers under this section.
