87 Additional packaging requirement for explosives Packaging used for explosives shall conform with the following: (a) the outer packaging shall not contain explosives in excess of 25 kg; (b) the interior of all packaging shall be kept clean and free from grit; and (c) unless otherwise approved, iron or steel shall not be used in the construction of any packaging unless it is covered or guarded in such a manner as to prevent the exposure of the iron or steel.
