73 Manufacture of explosives subject to conditions of licence (1) Subject to these Regulations, the manufacture of explosives shall be in accordance with and subject to the conditions of a licence.
Dangerous Goods Regulations 1985 20 (2) For the purpose of subregulation (1), a licence includes a shotfirer's certificate which authorizes the holder to manufacture ammonium nitrate explosive mixture for immediate use.
