13 General precautions to be observed Except in accordance with the Act or these Regulations, a person shall not, in respect of explosives, do any act that may cause fire, explosion, spillage or the escape of explosives, or do any act that is not reasonably necessary for the purposes of, or incidental to, the handling of the explosives.
