99 Licence to sell explosives
(1) A person who sells explosives must hold a licence authorising the person to sell explosives.
(a) the sale of consumer fireworks; or
(b) the sale of industrial safety cartridges; or
(c) the sale of cartridge ammunition by a licensed firearms dealer.
