49 Court may impose additional penalty in lieu of forfeiture Where pursuant to section 48 a court has power to order the forfeiture of any dangerous goods or containers, the court may in lieu of such forfeiture impose upon the person referred to in that section, in addition to any other penalty or punishment, a pecuniary penalty of such amount as the court thinks fit being an amount which is not more than the value of the dangerous goods or containers.
