18A Power to give directions (1) An inspector may give a direction (either orally or in writing) to a person at a place if the inspector reasonably believes that it is necessary to do so because of an immediate risk to the safety of any person or of damage to any property arising out of the presence of dangerous goods or any related thing. (2) A person must not, without reasonable excuse, refuse or fail to comply with a direction given to the person under subsection (1). (3) An offence against subsection (2) is an indictable offence.
