19 Granting of licences
(1) The Authority may –
(a) grant an application for a licence; or
(b) refuse to grant an application.
(2) The Authority, by notice in writing, must notify the applicant of –
(a) the grant of an application; or
(b) the refusal to grant an application and the reasons for the refusal.
