Plain English Summary

1/10 complexity

This Act retroactively validates customs duties charged under two tariff proposals announced on 14 August 1969 and 18 September 1969, treating those duties as lawfully collected so long as they were demanded or paid by 30 April 1970. It protects government revenue and gives importers legal certainty, avoiding large refunds that would otherwise be required because the formal Customs Tariff Act had not yet been passed.
