Plain English Summary

2/10 complexity

This by-law specifies which medical and hygiene products qualify for concessional customs duty treatment (usually reduced or zero import duty) under Item 57A of Schedule 4 to the Customs Tariff Act 1995.

What it covers:

Personal protective equipment (PPE): Face masks, gloves, gowns, and eye protection (goggles, glasses, visors, or face shields) that help prevent the transmission of organisms to humans
Disinfectants: Cleaning preparations classified under tariff heading 3808, but explicitly excluding hand sanitisers
Soap
COVID-19 testing supplies: Test kits, reagents (chemicals used in testing), and viral transport media (solutions used to preserve test samples)

Why it matters: This instrument reduces the cost of importing essential medical supplies during public health emergencies. By prescribing these specific items, the by-law allows importers to claim duty concessions when bringing these goods into Australia. The by-law took effect retrospectively from 1 August 2020.
