Plain English Summary

4/10 complexity

This by-law limits concessional customs treatment for certain chlorofluorinated hydrocarbons (specified tariff codes, excluding chlorodifluoromethane), allowing reduced duty under Item 36 only when the chemicals are used for narrow purposes: cleaning/degreasing radio, TV, electronic/electrical equipment (and parts) or for any use except metal surface degreasing.

Importers must lodge security with Customs to guarantee approved use. Effect: curb general industrial use of ozone‑depleting substances while preserving concessions for specialized electronics or non‑metal applications.
