Plain English Summary

1/10 complexity

This is a formal commencement proclamation that activates part of the Customs Amendment (Anti-dumping Measures) Act 2011.

What it does:

It officially sets 24 October 2011 as the date when Schedule 1 (the collection of specific legal changes) of the Act comes into force and becomes legally binding.
It is signed by the Governor-General acting on advice from the Federal Executive Council (the body of senior ministers who advise the Governor-General).

Why it matters: Without this document, the anti-dumping law changes would sit inactive on the statute books. This proclamation "switches on" the legislation, making the new anti-dumping rules legally enforceable from 24 October 2011.
