Plain English Summary

1/10 complexity

This is a formal government order (a Proclamation) that switches on new anti-dumping rules in Australia. Specifically, it sets 24 October 2011 as the start date for Schedule 1 of the Customs Amendment (Anti-dumping Improvements) Act 2011.

What this means:

Anti-dumping refers to laws that prevent overseas companies from selling goods in Australia at unfairly low prices (below their normal value) to undercut local competitors.
This document doesn't contain the detailed rule changes itself. Instead, it activates the amendments contained in Schedule 1 of the parent Act on the specified date.
The Governor-General issued this order under the commencement provisions of the Act, effectively telling the Customs service and businesses when the new rules take legal effect.
